Its called FUN and its a good way to raise money. That type of fund raiser is common in my area and I know one of them is sponsered by VICA. There is no initial cost because most of the time, the engine is donated and most of the engines barely run anyway. What usual happens is they get an engine in and the students work on it enough to get it running and then blow it. Lots of times they will have some gas engines too along with diesels.
