I have no idea what is wrong with your tractor, however, here is the best procedure to start the thing if it is in good shape mechanically.

They all 'flood' very easily. H's just do not like the choke.

Crack the throttle 2/3 to 3/4 open before you try to start the tractor. Pull the ignition switch (if equipped) and hit the starter switch.

Don't even use the choke at all until after the engine starts, then when the tractor tries to die, catch it with the choke and just "feather" the fuel until the engine smooths out.

You might want to check your points; .013" for the mag and .019" for the distributor types.
