If you look at the meter for your water heater you will probably find that it has a timer and switch on it. It shuts down during peak load hours, and helps to even out the load on the company's whole system. That way they don't have to keep extra generating capacity ready to heat your water at the same time everyone is cooking supper, running the dishwasher, turning on every light in the house, etc. This is worth something to the company, probably more than the discount that you get.
