Neither way would appeal to me. If you go fixed rate and costs go up they will make up for it somehow.

What I cant figger out is I get a cheaper rate for my water heater(separate meter) then I do for lights and plugs. Yet the electricity comes from the same generator and on the same wires. Now how can they do that.
