Offhand, I don't know of a "kit", but we used to have a unit that bolted on over the PTO to provide hydraulics. It was self-contained, had pump, reservour and control valve. I think it was made by Charlyn, not sure though. Haven't seen one in years and it did tie-up the PTO.
I've seen nice homemade set-ups that used the belt pulley drive to turn a pump. I've also seen powersteering pumps outboarded on the side of the engine driven by a long fan belt, but they don't have much capacity. You may be able to rig up a way to drive a pump from the pulley on the front of the engine that is used for the hand crank too.
