MOST hydraulic valves have "O" rings or other seals in them near the outside of the spools, to prevent external oil leaks.

The actual sealing of the valve spool to the case in the high pressure area is made by the precision fit of the spool in the cast iron valve body, and if a problem has developed here, replacing the seals will typically have no effect on the load leaking down.

Of course, there MAY be exceptions. It wouldn't hurt to have a hydraulic shop look at it before scrapping it.
