shipping tractors from Canada to US - its over

been hauling equipment from Canada to US since 1978. Came to the border yesterday and got turned back. Customs now says you need to join PAPS, some kind of entry group where all your papers and equipment are "bar coded" and sent to customs 24 hrs. in advance. If you don't , you could face fines up to $5000..more than the darn tractor is worth.
