shipping tractors from Canada to US - its over

been hauling equipment from Canada to US since 1978. Came to the border yesterday and got turned back. Customs now says you need to join PAPS, some kind of entry group where all your papers and equipment are "bar coded" and sent to customs 24 hrs. in advance. If you don't , you could face fines up to $5000..more than the darn tractor is worth.

PAPS stands for Pre-Arrival Processing System a new customs clearance proceedure instituted by the US Customs Service for clearing at the boarder. All the paper-work for the load has to be sent (faxed) to US Customs 1 hour before the truck arrives to cross the boarder. I'm not sure of all the details but not so ominous once you know the ropes. This will allow customs to do much of their work before you get there. I have a little bit to do with it but can't get into explanations here.

That's nothing. I went to mail some canned smoked salmon, three tins from the super market, from Canada to the US. The postal clerk said I needed a special export number for any store bought food items. I could get it off the web. However she said one of her other customers tried it, spent three hours on the web and never did get the number. The clerk told me to take it to UPS and they would ship it. Seems they have one number for all food items. This whole thing is because of "bio-terrorism", but you can ship home made items. Nothing more dangerous than my home made skunk chile!

I think if you put a trailer loaded with garbage behind the tractor you can bring it into michigan with no problem

That"s excactly what he needs. My brother crosses the border a coupla times a week. His boss has a contract with a broker/expediter. All his loads have preapproved barcoded paper work. Makes for a smmoth crossing. Of course they probably run 20 loads a week back and forth so it is routine. You could probably find a broker on the day of but that would more than likely cost big bucks.

Harry: I agree our borders have been much too easy, but you guys are much too paranoid. With the technology available to our governments, 9-11 should never have happened. Someone was asleep at the switch. The technology does exist that could eliminate need for any personell at border. Will it be used? Heck no, look what it would do to employment. Customs and Brokers have become and industry.

You go to a border crossing like Sarnia-Port Huron or Detriot-Windsor. Just think how many people that must employ coast to coast. Now if that was made as simple as crossing from state to state or province to province, think about the efficiency it would create for industry both sides of border. Efficiency, now there is a forign word to both our governments. Governments must constantly think of ways to employ the unemployable. In nova Scotia we used to call it welfare and the rest of Canada laughed at us. Here in Ontario they just take those guys to work and let them do nothing. Either way society pays the bill. So nowadays Governments give them a title and put them on payroll. I'm sure you can see the same on your side of border.

thurlow: I like that word "needs". Here some bureaucrats do little more than try to find a need for themselves. An investigative news reported found a bureaucrat in Halifax, that did nothing all day except read 5 daily newspapers from cover to cover. He got paid a salery, and for over 5 years, reading those papers were the extent of his daily activities at work. He reported his findings in the papers to no one. At the end of 5 years he was given a promotion.

I guess I took a thumping from my Canadian neighbors. thats OKAY. I don't have animosity toward the avevage Canadian citizen but your government is not a friendly environment to my country. Why ask, its your elected officials. When you guys get clobbered in a 9/11 attack you will know what I mean.

That really has nothing to do with fact that people in the employ of the US government were ASLEEP on the job, thus allowing 9-11 to happen. Now you just take that blame and put it right where it belongs, your own government. And you can stop crapping on us for your own shortcommings.
