PTO Lever is Stuck

Hope someone can help me out. I have a 1950 Farmall H and ever since I bought it the PTO lever has been stuck. The PTO itself turns free, but the control lever is stuck in the up position. When turning the spline end and pushing down on the control lever you can feel it wanting to move. Is there a fork inside that is stuck? I don't want to force it and break something. What shall I do to get it working? Please let me know. Thanks, Jim
