MF 35 right lift rod seized

I need to adjust the scraper blade and the lift rod won't move. It seems as though the threaded rod has been welded back together after breaking. The top part works normally.

Suggestions? Do I fix it, look for a used one, order aftermarket, go to the dealer, or buy a new tire to raise the right side of the tractor? The other tire is new and that leaves the scraper down 3" on the right.
