You have to assume that the shear loading will be applied to one side of the bolted clevis pivot joint and that the shear line excludes the threaded portion of the fastener. If the bolted joint is loose then you will have combined stresses, both bending and shear, and that is a worse case senario as opposed to shear stress alone.

What are the lengths and angles of the structural members of the boom between the attachment points?
