could be a general flow problem in the hydraulic sytem. or a bad rockshaft flow control valve (a valve that restrains lift speed with 8 piston hydraulic pump, it is located at the right side of the rockshaft housing, under a 7/8 inch plug)
. or a leak problem within the rockshaft (dropping lift arms with engine off, and arms lifting when the lowering speed valve (the one under the seat is tightened)may help determining this.or linkage problems on the outside or inside.
