International 350U Hydraulics problem

Hoping someone may be able to help. I"ve been using the hydrauliucs without any problems until the other day I lifted the 2 point and then went to lower it, nothing happened (no power steering and 2 point)Where do I start to figure whats wrong? I checked the fluid and it was low, refilled and still the same thing. I appreiate any help
