Not necessarily; suppose it depends on location/jurisdiction. Locally, law hasn't kept up with the change from agraria (not in dictionary, but I like the sound) to suburbia; if you run over someone's livestock, you're responsible, unless you can prove he habitually lets his stock run out. However, most livestock which is run over is not claimed and the owner can not be found......i.e., "I know I've got the only Polled Herefords for 3 miles around, but that's sure not one of mine"..........etc.
