Just had an Oliver 70 do the same thing. Checked needle and seat which looked fine. Played with it for two days before getting the idea to put the float in a can of gas... to my surprise it sank like a rock. No holes but was imploded a bit so it didn't have enough surface to float. May want to check if yours floats. If so then it has to be the needle and seat.
