According to my old printed Goodyear Farm Tire Handbook (available on line these days) in the table "Approved Rim Contours" it says: 14.9-28/14.9R28 Recommended rim W13, Alternate rim W12. The proper tire for a 11" rim would be a 12.4-28. I had an 8N once with extra wide tires on the original rims. They were old, gray, and hard. And it cost the tire man lots of blood and sweat getting them off. The Ford parts book should mention the rim dimensions, perhaps the owner's manual mentions the rim options. There could have been several factory options. Most tractor tire books do have a list of approved rim contours. Gerald J.
