If you mean that you can not dial up a voice phone cause of bad wires, then of course there is no hope. But DSL is a complete different cat. But it must be available in your neibourhood. The best I could get with dial up was 28K and sometimes worse. DSL gives me 250K every time and never a disconect.
Wireless is getting more widespread by private companies. Friend of mine got free 250K wireless for letting company put a little antenna on his power pole to cover that area. (line of sight)
