Oliver Super 55 Power Steering

What is causing my power steering pump to lock-up? I have tore it down sveral times and it still will lock. The last time it sheared the gear shaft. The Oliver is a 1958 Super 55. It has the same setup as a Chevrolet. The pump mounts to the back of the generator via an extended shaft with gears cut to drive the pump.
