Super C

I have a 1953 Farmall Super C tractor and am having problems with the #3 & 4 cylinders. It has a distributor for ignition and the compression appears to be okay, but the #3 & 4 cylinders plugs keep getting covered with black soot and fouling. The #1 & 2 plugs burn fine. I have replaced the intake gasket, cap, rotor and plug wires without any success. Does anyone have any ideas on why this happens? Any help would be appreciated.
