Hydralics and RPMs

Have a friend with a Farmall 450 with loader and he blew the govanor and we replaced it. He thinks the new gov isn't letting the tractor run fast enough because the loader doesn't lift up well. I say its becauce his cylinders are weak. All the other cylinders will lift well 3 point and bucket roll just not the lift on the loader. It trys to lift if he gets the RPM up a little but still not as well as it should. What do you guys think is it RPM or the cylinders??
