The best thing to do is go along and have a look. Your questions answered: Yes, it is a competition between individuals. Yes, they compete against each other. Yes, it is against the clock - or better to say each part of the competition is time-constrained as they all must get done on the same day! There is usually adequate time unless there is a hitch -like something breaking down. Yes, it is judged - for several criteria and the points awarded for each aspect are added up to arrive at one winner. Yes, only one entrant per country will be allowed to compete in the world champs ie - the best!
