Fred, I'd like to add to your post if I may. Your first procedure is correct to a point. The power screw should be adjusted while the tractor is under load(plowing etc). The reason for this is Harry Ferguson designed the engine to use the fuel system for additional engine cooling. Failure to heed this is one reason why some complain of engine overheating while working the tractor hard.
