Dave, I call them both "lock nuts" and I usually prefer the one with plastic insert because I have found that the deformed steel kind do lots of damage to the threads. The plastic insert kind seem to hold good for me and do not distort the threads on the bolt. I have been told that lock nuts are only designed for one-time use, like lock washers; but like most people, I sometimes re-use them if they seem to be OK.
