stop vs lock nut

Our bestess feed store has two nuts. The one with the plastic insert they call a stop nut. The one with deformed thread near the end of the nut they call a lock nut. The stop nuts are much cheaper. Do they have different applications or is the plastic one just for the thrifty in a throw away society?
