Not sure which state you're in but I'm in IL. Have your State Dept. of Transp. folks talk with IL DOT. I'm a DOT employee and we've dealt with this issue ourselves in recent years. All it takes is more traffic control efforts on the construction crews part but it has to be required and specified by the DOT. More signing, message boards, rumble strips, news releases, reduced speed limits outside and inside construction zones, state trooper presence in medians....... It all works. Cost State $$$$ but saves lots of lives. Good Luck!
