brake linings, any way to bend........?

I got some brake linings made the other day and I measured my drum as being 12 inches when in fact it was more like 11.5 inches so the pads to don't want to set on my old shoes very well. I have tried bending one so far and it has broken across the holes of course, so I was wondering if anyone knew how I could get them to form a bit closer? Do I have to heat the rascals? I got a few of them and now I am stuck, any ideas? Thanks in advance. Ryan
