If the starter is the problem, a lot of times you need to turn the engine backwards a little bit in order to unstick the starter. Removing and replacing the starter would also get it loose, but that seems like a lot of extra work. It would, however, allow you to turn the engine with some sort of pry bar through the starter hole.
