I agree the PTO thing is a 5000 trait that in general can be lived with,however it sounds to me like you have power steering problems.Perhaps a dealer could gestimate problem/cost.You should be able to turn the wheels at rest,at least on factory power steering.There IS a possibility of it being an aftermarket"power assist" kit though,which may be different.
