The unwillingness of the pto to shut off is a 5000 trait. The early models, which we had, did not have the internal brake. If the clutch disks are warped it will have a greater tendency to turn. Cold weather will also contribute to more turning. An empty manure spreader will stall it the shaft with everything right. Ours was a '65 manual steer, a year or two later the power was bumped up. Seems to me it should turn the wheels standing still.
