Tie downs while only used at minimum pressures most of the time need to be able to withstand strong forces in a emergency. On top of this tie downs can only be measured at the weakest point. Be that the 2x6 pine board or the 5/16 bolt holding the board down. Wood makes a good deck because the forces are transferred over a large area. But when you try to pull from a small set point it is a different story.
