From your discription I agree it is the solenoid and sounds like you have tested it. One other thing you can do--hook battery up normal (clean up the terminals) then jump across the solenoid, both ways. If 12 Volt from the battery to the solenoid little terminal won't pull it in and 12 volt across the big terminals starts the tractor--its the solenoid. But based on what you said personally I would chang ethe solenoid.
