Many small engine starters use ceramic permanent magnets for the fields. They are epoxied to the inside of the starter "belly", and sometimes the glue lets go, and the starter acts like yours. Also, on this type of starter, any hammering on the "belly" can break the magnets loose, or shatter them, if they're not already loose. Some small engine starters even have little warning decals on them warning against hammering on them! So, as the other poster said, you may have brush problems, or you may have the magnet problem I mentioned.
