If the ballast isn't required for stability with a loader/front mounted equipment than drain it out.
Extra ballast wastes fuel and HP otherwise available to do work, just to haul the overweight tractor's big fanny around the field.
Usually 115 to 145 lbs per pto HP with 65% of the weight on the rear wheels when parked. Working speed should be 3 to 5 mph.
Reducing overall weight and tire inflation pressure reduces ground compaction/yeild losses.
