I'm not familier with Fergonsons, but I think they're quite similier to the 9N Ford I used to own. When mine did that, the dealer sold me a new control valve needle for a few dollars. It was a pain to install thru the inspection ports, but it did fix the problem. I'd check with the nearest parts dealer and see what he thinks.
