If you have a diaphragm fuel pump that operates off the crankcase pressure, check the oil breather. If the oil breather is not closing fully because of gum or dirt, the pulsating pressure in the crankcase will not develop and the fuel pump won't operate correctly. Pulling out the choke results in a negative pressure that helps pull fuel through the fuel pump.
