I was in the National Guard at the time and I know just what you're talking about, Kelly. When I joined in 1979, everybody was just going through the motions, morale was low, equipment was old. All that changed during the '80s. Even though many of the people in the unit were still the same when I got out in '92, and things were starting to go downhill again rapidly right after the Gulf War, everything was MUCH better. I suspect it took things longer to turn around in the "part-time" army than it did in the regular force.
