Ford Jubilee

I have a Ford Jubilee that runs rough at idle. If I pull the choke out a little it smooths out. The carb has been rebuilt. The throttle shaft has very little wear. I installed a new intake gasket and resurfaced the manifold. I have checked for intake leaks but I am not able to find any. I have checked compression, all cylinders are within 10 lbs. It starts and runs OK except for the idle. Also I keep getting water in the air cleaner. The tractor sets out so it is probably rain water, but I don't see how it is getting in the oil bath air cleaner as the hood is on and closed???? Thanks for the help. Lynn
