If the tractor is not in gear the engine should still turn even if the disc is stuck. Maybe check to see transmission is really in neutral and PTO is off.Also maybe jack up a wheel and try to turn it. You don't say how much of a handle you are using to turn the crank,but it should turn over. Good luck to you.
