I agree, and I wouldn't go much finer then 600 on a tractor, even of you are going to use automotive paint. I wouldn't bother with block sanding unless your trying to get a better then new looking paint job - block sanding (correctly) can take an enourmous amount of time. Hand sanding will "rough" all the low spots that are present in the metal (and probably have been since day one) and make sure all the paint has a good surface to adher to.
