Stan, I think Coloken is right on the money...rule of thumb is variation of 10% or more, but if it's not smoking or otherwise not working, I wouldn't dive in. Like Ken said, if the compression came up when you wet tested it, you may simply have a stuck ring, I would change the oil, and put 1/2 Marvel Mystery Oil in, then take it out and get it warm (don't work it too hard as your oil will be fairly thin) for a couple hours, then drain it use a thinner than normal oil this time with one qt of MMO, run that for a while, that has unstuck rings for me before.
