Stan, I was taught to not pay too much attention to the actual numbers. Here at 5000 ft. they are never at rated value. The varation is the important thing. Your #3 is quite a bit lower and would indicate a valve or bad rings. Since it comes up with the wet/oil test it looks to me like leaky rings. At least this is the way I was taught. If it runs good why bother to rebuild? Maybe try a little good cleaner in case the rings are gummed up? Or take it out and work it hard for a while.
