Live PTO is the reference made to a PTO that is controlled independently of tractor motion. On Ford, it is a dual clutch whereas the second clutch is for the PTO and the input to the transmission has 2 concentric shafts rather than one of each (clutch and input shaft) as in the "dead" or directly coupled PTO. This allows the clutch for the PTO (1st clutch) to be engaged before the tractor is set in motion (second clutch). This is good for disconnecting rotating mass in a rotary mower from the tractor (back into a corner mowing and want to start the blade rotating before moving the tractor) and in post hole digging, you can keep the auger moving while making minor adjustments to it's angle by moving the tractor. Additionally, it allows you to stop the tractor's movement while the mower blade is still rotating without having to have an "overrun clutch" on the PTO shaft.
