It's a fairly easy fix. The shafts (both halves) have one o-ring each on them along with a teflon washer. A complete o-ring and seal kit is $29.
Both halves pull out sideways. Since your engine block is in the way, the pump will probably have to come off to remove the shafts. They are held together, and in, by a snap ring.
Many tractor companies use that style RoosaMaster (Stanadyne) distributor injection pump. Some give detailed repair info, and some do not. I have a Ford factory service manual for my tractor and it does not give detailed information on the pump. John Deere offered such info in separate books based just on the pumps, not the tractors. Allis Chalmers and Oliver gives a comprehensive tutorial on rebuilding the pumps in most of their manuals for each tractor. For instance, my AC HD4 dozer has a 200 c.i. engine with basically the same pump as your's, and it has a detailed section on rebuilding it along with many photographs. The pumps are not all that complicated. Generally speaking, it has a set of plungers that do all the high pressure fuel pumping. The fuel charge they create runs through a distributor that determines which cylinder the fuel charge goes too. The pump has an automatic timing advance mechanism that is actuated by fuel pressure. The source of the fuel pressure is from a four vane fuel pump built ihto the back of the injection pump. R.P.M. is governed by a centrifugal weights (six of them).
Considering your pump is old enough to be leaking through the shaft seals, it's likely the governor weight retaining ring will be shattered. It's just a piece of plastic and comes with the seal kit.
The Roosamaster seal kit is part # 24371. I bought some last week at $29.26 each. Any reputable diesel repair shop should stock them.
