BS over fueling?

I have a 3.5hp Briggs and stratton engine on our hand propelled mower.

I think it is overfuwlong.

It runs very rough, coughing a lot of smoke, and will stall straight away in not very long grass.

It uses loads of fuel, and runs well when the tank is running out.

Has anyone else had this problem? Any ideas on how to solve it?
