Trailer Spring Problem

I replaced a broken leaf spring on my tandem trailer (3500 lb axles). After the job was completed, I noticed that the other wheel on the same side had raised up off the ground by about 3 inches. The replacement spring has the same number of leafs and dimension as the old spring.
The only thing that I can think of is that the new spring is stiffer that on remaining spring and it is pressing down on the pivot point causing the other spring/wheel to raise up.
Any ideas?
