I've had success with OSPHO, but any rusty metal treatment
containing phosphoric acid would probably be about the same.
Turns the rust into black iron phosphate which can then be
primered/painted or just painted over. I have heard that some
people even let new bare metal flash rust on purpose so they
can then treat with OSPHO and paint.
