case sc clutch

When I was mowing with my Case SC tractor and brush cutter the tractor quit moving. The engine will run but the tractor will not move. I figured it is a clutch problem. I pulled one of the side covers off and spun the engine by hand and in neutral the input shaft spins. When you put it in gear or engage the pto, the input shaft quits spinning. Also there was very little grease in the housing. My question is does there need to be grease in the housing for the clutch to work or is the clutch worn?
