Maybe those scam guys just haven't figured out what the exchange rate is and thought you guys were honest enough that you could return money to them. I bid on a new New Holland tractor on ebay last November, it was a TS100 model with the loader but they said they loader didn't go with. They said they would ship it anywhere freight free. I emailed the contact to see where they were located and it was Switzerland. Minutes later ebay pulled the ad and sent me a message. Darn and I could have gotten that tractor cheap! But, what's cheap?
