Not that familiar with JD. I did have the same problem with IH. My A Farmall would not charge until I removed the switch box from the pedestal
that it was fastened to. I had to clean everything, and make sure the box was grounded.
If you have a poor ground or no ground, you will have problems. This can also happen when you paint a tractor and put things back together.
