We really need to know how you switch tanks to be able to really help. Is it a elec. switch or just a liquid direction valve. This would tell us if you have one or two sending units. Do not think you have a equalizer tank as one is higher (behind cab) than the other. (under cab)
Most fuel gauges work like Allen said. If you take the wire loose from the gauge going to the sending unit it should read full. If you short this post to ground it should read empty. If it does not move your gauge is bad or you have no power to it. If it works your sending unit is bad or the wiring to the sending is bad. Hope this helps
